3.對(duì)投標(biāo)人的資質(zhì)要求

Qualification Requirements to Bidders

1)投標(biāo)人具有有效的營(yíng)業(yè)執(zhí)照（境內(nèi)投標(biāo)人）/企業(yè)經(jīng)營(yíng)許可證明文件（境外投標(biāo)人），需提供相應(yīng)證明復(fù)印件；

The bidder has a valid business license (bidder registered within territory of Peoples Republic of China)/ Incorpration Operating license document (bidder registered outside territory of Peoples Republic of China), and a copy of the corresponding certificate is required;

2) 國(guó)內(nèi)制造商需提供《中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證》（壓力管道元件制造）；國(guó)外制造商須提供所投產(chǎn)品特種設(shè)備型式試驗(yàn)證書和《中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證》（壓力管道元件制造）（投標(biāo)人須提供證書的掃描件）。

Domestic manufacturers shall provide Special Equipment Production License of the People's Republic of China (manufacturing of pressure pipe components); foreign manufacturers shall provide type test certificate of special equipment of the invested products and Special Equipment Production License of the People's Republic of China (manufacturing of pressure pipe components) (the bidder shall provide scanned copy of the certificate).

3）投標(biāo)產(chǎn)品中防爆電磁閥、電動(dòng)執(zhí)行機(jī)構(gòu)和限位開關(guān)須具有中國(guó)國(guó)家強(qiáng)制性產(chǎn)品認(rèn)證證書，（投標(biāo)人須提供證書的掃描件）。

The explosion-proof solenoid valve and limit switch in the bidding products shall have the national compulsory product certification certificate, (the bidder shall provide the scanned copy of the certificate).

4）本項(xiàng)目不接受代理商投標(biāo)；

This project does not accept agent bidding；

5）自(略)年7月1日至投標(biāo)文件遞交截止時(shí)間前7日（以合同簽訂時(shí)間為準(zhǔn)），投標(biāo)產(chǎn)品（氣動(dòng)或電動(dòng)開關(guān)球閥）在中國(guó)境內(nèi)具有聚烯烴裝置的供貨業(yè)績(jī)，業(yè)績(jī)合同中提供的產(chǎn)品須與本次投標(biāo)產(chǎn)品一致。供貨業(yè)績(jī)合同中至少包含1臺(tái)(略)寸及以上固定球硬密封球閥和至少包含1臺(tái)溫度不高于-(略)度的低溫硬密封氣動(dòng)或電動(dòng)開關(guān)球閥。須提供銷售合同的掃描件（含雙方蓋章頁(yè)、項(xiàng)目名稱、貨物名稱、供貨數(shù)量、簽訂日期頁(yè)）和簽字版技術(shù)協(xié)議的掃描件（應(yīng)體現(xiàn)項(xiàng)目名稱、裝置規(guī)模、供貨清單），未按上述要求提供或提供信息不全，則視為無(wú)效業(yè)績(jī)。

From July 1, (略) to 7 days before the deadline for submission of tender documents (subject to the time of signing the contract), the bidding products (pneumatic or electric switch ball valve) shall have the supply performance of polyolefin plant in China, and the products provided in the performance contract shall be consistent with the bidding products. The supply performance contract contains at least one hard sealed ball valve of (略) inches and above and at least one low-temperature hard sealed pneumatic or electric on-off ball valve with a temperature not higher than-(略) degrees. The scanned copy of the sales contract (including the sealed page of the parties, the name of the project, the name of the goods, the supply quantity, the signing date page) and the scanned copy of the signed technical agreement (the project name, the size of the equipment and the supply list) shall be provided. If the contract fails to provide according to the above requirements or if the information is incomplete, it shall be deemed as invalid.

6）投標(biāo)人開戶銀行在開標(biāo)日前三個(gè)月內(nèi)，針對(duì)本次招標(biāo)人開具的資信證明原件或復(fù)印件。

7）投標(biāo)人為所投產(chǎn)品制造商，或與制造商同屬同一集團(tuán)（同一母公司控股）或與制造商存在控股、參股的銷售公司，若投標(biāo)人為上述情況的銷售公司，還須出具能證明與制造商同屬同一集團(tuán)（同一母公司控股）或與制造商存在控股、參股的相關(guān)證明文件。
