根據(jù)福州市政府的相關(guān)文件，福州城投集團(tuán)所屬福州市建設(shè)發(fā)展集團(tuán)有限公司面向全球開(kāi)展《三江口片區(qū)地標(biāo)地塊建筑設(shè)計(jì)方案》公開(kāi)招標(biāo)（以下簡(jiǎn)稱“本次招標(biāo)”）�，F(xiàn)將相關(guān)事項(xiàng)公告如下：

According to the relevant documents of the Fuzhou Municipal Government, Fuzhou Construction Development Group Co., Ltd. affiliated to Fuzhou Urban Construction Investment will conduct a public tender for the "Architectural Design Scheme of Landmark Sitein Sanjiangkou Area "(hereinafter referred to as "the tender"). 根據(jù)市委市政府工作部署，擬在三江口片區(qū)打造現(xiàn)代化國(guó)際城市新地標(biāo)。按照“整合資源、整體規(guī)劃、統(tǒng)一建設(shè)”的工作思路，梳理地塊資源條件，擬通過(guò)公開(kāi)征集招標(biāo)的方式對(duì)地標(biāo)地塊擇優(yōu)選定優(yōu)秀建筑設(shè)計(jì)方案，實(shí)現(xiàn)從城市設(shè)計(jì)到修建性詳細(xì)規(guī)劃設(shè)計(jì)方案再到建筑概念設(shè)計(jì)方案的有效銜接，高起點(diǎn)、高標(biāo)準(zhǔn)、高水平地開(kāi)發(fā)建設(shè)。

Accordingto the the municipal government workdeployment, it is planned to build a new landmark of modern international city in Sanjiangkou area. In accordance with the working idea of "integration of resources, overall planning and unified construction", sortingout the conditions of land parcel resources, excellent architectural design scheme will be selected for landmark through public bidding, so as to realize the effective connection from urban design, detailed construction planning and design solutions to architectural concept design solutions, and develop and construct the site with high starting point, high standard and high level. The project will be developed and constructed at a high starting point, high standard and high level.

地塊東側(cè)為三江交匯之處，其中南江濱東大道局部下穿，保障地塊與濱江公園慢行無(wú)障礙貫通；范圍內(nèi)中部有一馬杭州河公園，該馬杭州公園為三江口片區(qū)重要的南北生態(tài)軸，公園結(jié)合馬杭州河走向在本區(qū)內(nèi)設(shè)有大水面。

To the east of the site is the confluence of three rivers, where the South Riverside East Avenue partially crosses, guaranteeing barrier-free access between the site and the Riverside Park; in the middle of the area is the Ma Hangzhou River Park, which is an important north-south ecological axis in the Sanjiangkou area, with a large water surface in the area in conjunction with the course of the Ma Hangzhou River.

項(xiàng)目北側(cè)的萬(wàn)科云城項(xiàng)目已建成，該項(xiàng)目制高點(diǎn)(略)米，為商務(wù)辦公樓宇；項(xiàng)目西側(cè)鄰三江城住宅小區(qū)和三江口綜合文化旅游城（在建）。

第一名中選設(shè)計(jì)團(tuán)隊(duì)完成整體概念性方案設(shè)計(jì)并進(jìn)行方案整合后，提供符合要求的設(shè)計(jì)成果后，可獲得概念方案費(fèi)用合計(jì)人民幣(略)萬(wàn)元；其余4家入圍設(shè)計(jì)團(tuán)隊(duì)在提交了合格成果之后，各獲得設(shè)計(jì)成果知識(shí)產(chǎn)權(quán)購(gòu)買(mǎi)費(fèi)用各人民幣(略)萬(wàn)元。資格比選階段未入圍設(shè)計(jì)機(jī)構(gòu)不獲得補(bǔ)償費(fèi)。

After the first-place selected design team completes the overall conceptual scheme design and integrates the scheme, and provides design results that meet the requirements, they will receive a total cost of RMB 8.(略) million for the concept plan; the other four shortlisted design teams will receive RMB 1 million each for the purchase of intellectual property rights of their design results after submitting qualified results.Design institutions that are not shortlisted in the qualification comparison and selection stage will not receive compensation.
